Is this from a historical star atlas?
Yes. It is plate 29 of Urania's Mirror, a set of 32 hand-coloured constellation cards published in London in the mid-1820s. The figure and star names follow the old atlas style, and the engraver's signature, Sidney Hall, sits in the lower right corner of the plate.
